Duplicate Filings by One Applicant

One applicant filing 2 or more pending applications for the same callsign on one day.

Identity is per-identifier (licensee ID, else FRN, else the applicant's own callsign, else the application itself) — filings are never merged across identifiers, so a filer whose filings carry different identifiers appears as multiple rows and a duplicate whose fragments each fall below 2 is missed: a row always reflects 2 or more real applications sharing one identifier, so the tool can miss cases, never invents them. Applications without a receipt date are excluded (a null date cannot be placed on a day), only 1x2/2x1 universe callsigns appear, and the §97.19(d)(1) pattern is reported, never adjudicated — the FCC decides what it means.
